 CHAPTER ONE

 Purpose, Scope, Basis, and Definitions

 

 Purpose and Scope

Article 1- (1)  The purpose of this Directive is to establish the procedures and principles governing the scientific and administrative processes related to the publication of the *Turkish Journal of Archaeology and Ethnography* under the General Directorate of Cultural Heritage and Museums within the Ministry of Culture and Tourism.

 

 Basis

 Article 2- (1)  This Directive has been prepared in accordance with Article 6 of the Press Law No. 5187 dated June 9, 2004, and Subparagraph (a) of the first paragraph of Article 277, and Subparagraph (a) of the first paragraph of Article 281 of Presidential Decree No. 1 on the Presidential Organization, published in the Official Gazette No. 30474 dated July 10, 2018.

 

 Definitions

 Article 3- (1)  The terms used in this Directive are defined as follows:

a)  Ministry : Refers to the Ministry of Culture and Tourism.

b)  General Directorate : Refers to the General Directorate of Cultural Heritage and Museums.

c)  Journal : Refers to the *Turkish Journal of Archaeology and Ethnography*.

ç)  DergiPark : Refers to the online platform (dergipark.org.tr) operated under the National Academic Network and Information Center (ULAKBİM) of the Scientific and Technological Research Council of Türkiye (TÜBİTAK), providing electronic hosting and editorial process services for academic peer-reviewed journals in Türkiye.

d)  Chief Editor : Refers to the Ministry staff responsible for overseeing the general strategy and publication processes of the journal.

e)  Technical Editor : Refers to the Ministry staff responsible for coordinating the publication processes of the journal.

f)  Field Editor : Refers to the Ministry staff responsible for managing the scientific processes related to the journal.

g)  Managing Editor : Refers to the General Directorate personnel responsible for managing the administrative processes of the journal.

h)  Editorial Board : Refers to the *Turkish Journal of Archaeology and Ethnography* Editorial Board.

i)  Editors’ Committee : Refers to the committee composed of the chief editor and Field Editors of the journal.

 CHAPTER TWO

 Publication Policy, Article Quality, and Evaluation Process

 

 Publication Policy

 Article 4- (1)  The journal aims to publish and internationally disseminate original scientific research primarily conducted within Türkiye, focusing on archaeology, art history, ethnography, and related sub-disciplines.

(2) The journal accepts articles written in Turkish or English.

(3) The journal is published in print and online twice a year, in January and July. Special issues may be published with the decision of the Editorial Board.

(4) Works such as book reviews, translations, or articles that consist solely of technical evaluations and have a report-like nature will not be considered. Articles with fewer than 4,000 words or more than 10,000 words (excluding references, tables, and figures) will not be evaluated.

(5) The editorial process (submission, evaluation, and publication of articles) is conducted via the DergiPark platform.

(6) The journal is committed to applying the highest standards of publishing ethics and adheres to the guidelines prepared by the Committee on Publication Ethics (COPE).

(7) All articles published in the journal are electronically archived on the DergiPark platform.

(8) The journal follows an Open Access policy and is licensed under the Creative Commons 4.0 International License. All articles published in the journal are freely accessible.

(9) The legal and scientific responsibility for the content of the articles published in the journal lies with the author(s). By filling out the “Declaration of Ethical Principles and Responsibility” form in Annex 1, the author(s) acknowledge that the article has been prepared in accordance with ethical principles and that they accept responsibility for any legal processes related to the content.

(10) All authors who submit articles to the journal have equal rights. No privileges are granted during the evaluation, acceptance, and publication processes based on the author or work. The order of publication for accepted articles is based on the acceptance date.

(11) No fees are charged to authors for the evaluation, acceptance, or publication of articles.

(12) The publication rights for published articles are transferred to the journal via the "Copyright Transfer Form" in Annex 2. This transfer includes digital publication rights. Once accepted for publication, the journal retains all publication rights.

(13) The journal applies a double-blind peer review system, so no identifying information about the authors should be included in the article text. Author information should be submitted separately using the “Cover Form” in Annex 3. If the work is supported by an institution or fund, the name of the supporting organization and the project number should be mentioned, along with any relevant acknowledgments, on the cover form.

(14) From 2020 onward, the TR Index Journal Evaluation criteria have been updated, particularly regarding the necessity of ethical committee approval for scientific research. Researchers requiring an ethical committee approval document must upload it. Authors who do not require ethical committee approval must submit the "Declaration Form Stating No Need for Ethical Approval" in Annex 4. Articles that require ethical approval but lack documentation or information on the approval in the article will not be considered.

 

 Article Quality

 Article 5- (1)  The journal primarily includes high-quality and original articles based on research conducted in archaeology, art history, and ethnography, especially within Türkiye's borders. The subject areas include Prehistoric Archaeology, Protohistory and Near Eastern Archaeology, Classical Archaeology, Historical Geography of Antiquity, Anthropology, Ancient History, Epigraphy, Numismatics, Museology, Archaeometry, Conservation-Restoration, Art History, and Ethnography. In addition, articles related to new interpretations, approaches, and first-time findings, applications, and analyses in Cultural Heritage Management and other social science disciplines are also accepted. The journal features original research and review articles that contribute to scientific knowledge, adhere to scientific standards, and present critiques and perspectives based on a rich bibliography.

(2) Submitted articles must not have been published or accepted for publication elsewhere.

(3) Authors must prepare and submit their work following the journal's writing guidelines available on its website. Articles that do not comply with these guidelines will be rejected without entering the evaluation phase.

 

 Evaluation Process

 Article 6- (1)  Submitted articles are first reviewed by the Chief Editor for compliance with the journal's aim and scope, as well as adherence to ethical standards in research and writing.

(2) The Chief Editor consults with two members of the Editorial Board who specialize in the subject area of the article to assess its contribution to the field and determine whether it should proceed to detailed peer review. The Editorial Board's feedback must be documented in the "Internal Review 1" form in Annex 5 and uploaded to DergiPark.

(3) Articles deemed suitable by the Editorial Board undergo a similarity check and preliminary examination for compliance with the journal’s writing guidelines. They are then assigned to a Field Editor by the Technical Editor, who prepares the "Internal Review 2" form in Annex 6. Authors must revise their articles in accordance with the preliminary review. Once the revisions are made, the Field Editor initiates the peer review process. Articles that are not suitable are rejected by the Chief Editor, and the author is informed.

(4) During the peer review process, reviewers evaluate the full text without any information about the author(s).

(5) The journal applies a double-blind peer review system. Each article is reviewed by two experts in the field appointed by the Field Editor. Reviewers evaluate the article based on the criteria in Annex 7 and submit their evaluation (accept, reject, minor revisions, or major revisions) within the specified timeframe to the Field Editor. Reviewers provide feedback on the article's suitability for publication and suggest changes if needed. If changes are requested, the authors must revise the article in line with the recommendations. If minor revisions are requested, the reviewer may choose to either review the revised article or allow the Field Editor to evaluate the changes before accepting the article. In the case of major revisions, the revised article is returned to the reviewers for further evaluation.

Authors must respond to reviewer comments using the “Response to Reviewer Form” in Annex 8 and upload it to DergiPark. If the revisions are accepted by the reviewers and the Editors’ Committee, the article is accepted for publication. Articles that receive negative feedback from the reviewers will not be published. Based on the reviewers’ reports, the Editors’ Committee may decide to reject the article or send it to an additional reviewer(s).

(7) If revisions are requested, authors must make the necessary corrections within the given timeframe and upload the final version to the system. Failure to make the revisions in time may result in the rejection of the article by the Field Editors.

(8) Authors are expected to consider the feedback, suggestions, and corrections from reviewers and the Editorial Board. If they disagree with any of the comments, they have the right to provide a justification.

(9) Authors have the right to withdraw their articles. Authors wishing to withdraw their article must submit a request using the “Article Withdrawal Form” in Annex 9.

(10) The similarity index of submitted articles is checked twice, first during submission via DergiPark, and again using plagiarism detection tools such as iThenticate or Turnitin. Articles found to contain plagiarism are returned to the author.

 CHAPTER THREE

 Formation and Duties of the Editorial Board

 Article 7- (1)  The members of the Editorial Board are selected by the General Directorate from distinguished academics who have conducted significant work in the fields related to the journal’s scope and are affiliated with various universities.

 

 Duties of the Editorial Board

 Article 8- (1)  The duties of the Editorial Board are as follows:

a) To establish principles regarding the scientific processes for the publication of the journal.

b) To evaluate whether the submitted articles contribute to the field and determine if they should proceed to detailed peer review.

c) To decide on the publication of special issues and their content when necessary.

ç) To provide recommendations, opinions, and suggestions to enhance the journal from an academic publishing perspective.

d) To offer suggestions to improve the scientific content and quality of the journal.

e) To engage in activities promoting the journal on both national and international scales.

f) To serve as peer reviewers for submitted articles when necessary.

 CHAPTER FOUR

 Graphic Design, Printing, and Distribution Processes

 Graphic Design and Printing Process

 Article 9- (1)  The graphic design of articles, which have completed the peer review process and undergone Turkish and English editing, is carried out by the General Directorate.

(2) After preparing the journal’s cover and inner page designs, the electronic file of the journal is submitted to the Managing Editor for approval before printing.

(3) Once any necessary corrections or changes are made and approved, the electronic file of the journal is sent to print.

 

 Distribution Process

 Article 10- (1)  After printing, the distribution and delivery of the journals to the General Directorate are carried out in collaboration with the designated personnel from the General Directorate.

 

 CHAPTER FIVE

 Miscellaneous Provisions, Enforcement, and Execution

 

 Miscellaneous Provisions

 Article 11- (1)  Any matters related to the journal's operation, publication processes, and other related tasks that are not explicitly addressed in this Directive shall be under the authority of the Editorial Board.

 

 Enforcement and Execution

 Article 12- (1)  This Directive enters into force on the date it is approved by the Minister of Culture and Tourism.

(2) The provisions of this Directive are executed by the Minister of Culture and Tourism.
